Let me be frank with you, Instagram Stories that are too short are like Lays Chips (much criticized air-to-chip ratio).

However, if the video is several minutes long, you can post it as an Instagram Video, which has an upper limit of 60 minutes.

There is no rule saying Instagram Stories must be 60 seconds long.
